UI: Move floating action buttons for outline parsing to the top menu bar in a dropdown
The current floating action buttons for adding course outlines by URL scraping and AI should be moved to the top menu bar in a dropdown.
On or around 9:00am on Monday the 15th of June, git.uwaterloo.ca will be restarted to apply security and application patches. This maintenance should bring GitLab to latest patch in 18.11.x release line.
