yanked a UNIVERSAL::AUTOLOADER handler I inserted to test things out.
Fixed several ACL creation bugs.
Initial implementation of merge for the core.
Testdeps now does database testing.

Made Ticket->Load smarter. (nolonger needs a seperate LoadByURI sub.
