This also switches the default for testing.  As an escape hatch,
RT::Test now sports a text_templates flag.

Tests which failed non-obviously with HTML templates enabled were copied
to a t/mail/*-plaintext.t filenames and flipped back to testing
plaintext.  The original files were fixed to expect the New World Order
of HTML.  This way both the new HTML templates and the old plaintext
templates are tested.

Switches to HTML::FormatText::WithLinks::AndTables for better formatting
of links and tables.

$Action argument is not really required

Quick actions are now routed to Display.html. It makes
harder to implement variouse extensions that require
users to fill CFs/core fields/etc when status is changed.

These quick links should fall through Update.html to
Display.html in vanilla RT and stay backwards compatible.

Hide the approvals lifecycle to prevent users from selecting it
when creating new queues. It is only meant for use with the special
___Approvals queue.

Add a ListAll method to Lifecycles to provide the complete list.

Caught by Christian Loos.

Remove DefaultsFromTopArguments => 0 and always take defaults from
%ARGS. To handle the case of values like CFs changing based on a scrip
firing, call MaybeRedirectForResults if the ticket is updated. This will
ensure that %ARGS is cleared if things changed in the backend.

As shown in the tests added in 90827a11, setting DefaultsFromTopArguments
to false blocks the reseting of supplied values when the page is
re-rendered after adding an attachment. This value was likely set in
error initially. Removing it allows the default DefaultsFromTopArguments => 1
setting which provides the correct behavior.

A new transaction type, SetWatcher, is now created by single member role
groups when the assigned member changes.  SetWatcher is more useful than
a pair of Add/DelWatcher transactions since the old and new members are
on the same transaction object.  Such role groups which are also
denormalized into a column still record a Set <Column> transaction on
the record (i.e. tickets record a SetWatcher Owner and Set Owner
transaction for each Owner change).  While redundant on the surface, the
SetWatcher and Set transactions are distinct because they mark,
respectively, the group membership change and the record column change.

Add/DelWatcher is still used for all other role groups but is more
consistently set from deeper in the API: RT::Group->_Add/DeleteMember
creates the transactions instead of Add/DeleteRoleMember in the Roles
role.  Aside from greater consistency no matter which API method is
called, the move keeps all transaction creation alongside that of
SetWatcher and Set which must be in RT::Group.

Display of SetWatcher transactions is supported by core RT but not
currently used.  Without backdating new transactions to fill in existing
ticket history, it's impossible to solely use SetWatcher for ticket
owner history display.  Instead, displaying SetWatcher is skipped when
it applies to the Owner role on a ticket.  All other objects and roles,
such as those provided by extensions, will display SetWatcher
transactions.
