CAS-1293: SimpleTestUsernamePasswordAuthenticationHandler is not visible

SimpleTestUsernamePasswordAuthenticationHandler has been moved to the
'test' tree of cas-core module and therefore not visible to any module
classpath any more. This commit fixes x509 module's WiringTests
by replacing SimpleTestUsernamePasswordAuthenticationHandler with
AcceptUsersAuthenticationHandler.

CAS-1272: Switch the default test authentication handler

Initial commit

CAS-1272: Moved test authentication handler to be only be test resource. Updated all other pom references. Switched the cas default authentication handler to use AcceptUsersAuthenticationHandler instead with a single sample user in the configuration.

CAS-1271: Moved the plugin configuration over to the default build as opposed to a build profile. Upgraded checkstyle version dependency to be 5.6, the latest and slightly tweaked the rules to let the build pass.
