Metrics and hyperparameter tuning

  • Add: Boilerplate for Coherence and Silhouette score
  • Add: Hyperparameter tuning internally for DBSCAN

There are likely some conflicts for other unrelated files just due to the merging back and forth. I also did some other general cleanups.
