RT#721991/ISTWCMS-2321: Update to services_views 7.x-1.3+3-dev

Module services_views branch 7.x-1.3-uw_wcms contains as local
modifications commits that are already in 7.x-1.x. Tag
7.x-1.3+3-dev-uw_wcms1 is 7.x-1.x plus just our two local modifications
that have not been committed on drupal.org. It is identical to
7.x-1.3-uw_wcms2 except for the one small change in c59e467.
