URL-encoded cookie paths must have directory separators that are not
URL-encoded. However, URL-encoded cookie paths have compatibility
problems with MS browsers. Instead, only set the cookie path for sites
that have an ASCII site path. This means sites with Chinese site paths
will set their cookies at the root, but this is fine because there are
so few.

Fixes bug introduced in 49ad2c32.
