ISTWCMS-4222: use slash format for regex since we are encoding most slashes already, and make sure the layout test only finds layout if it's at the end of the URL

Test was added in commit 966a6aea.

randomString() can return double-quote, which would not work in the
XPath tests below. These should not have special characters anyway.
