ISTWCMS-5260: Update tags to match wcms/drupal-recommended-project
This composer.json was being ignored. As part of fixing dependencies, it will now be used. So, we need to match the versions to what is currently being built.
Automation access tokens are expiring. If you do not use automation that relies on a personal, group or project access token, this message can be safely ignored.

On or around 8:00am on Wednesday the 17th of July, git.uwaterloo.ca will be restarted to apply security and application patches.
