Update ubuntu.sh by actually adding the fix I thought I committed previously! Previous commit updated the CSP to match wms-dev.

Un-commented adding the source for the 6.x version of nodejs, npm no longer supports 4.2.6 which is the default nodejs install on Ubuntu.

Updated the path for composer vendor files and moved the .config folder from root/ to home/vagrant user.

Cleaned up php install and switching, included an ubuntu upgrade command at the end to catch any updates.

Removed mcrypt from line 164 because we already install it previously, just install the 7.1 version.

Changed Postfix to sendmail because postfix was hanging the install waiting for a variable to be entered.

Updated local-dev to use Drush 8 since it is the latest version and works with both Drupal7 and Drupal8.

Changed setup file and added manifest files to make it easier to manage code. PHPStorm setting still to do.
