FE: update UI for filtering

want to ensure that the minute slider for the time filters is in 30 minute internals (00 or 30)

also see if we can add building filter. since they would want to select multiple buildings, maybe these chips is a possibility

note: can we have a red error message that displays an appropriate error message onClick of Apply (Date Time filter is outside of opening hours (if they pick a time outside of 9 AM - 9 PM) / Date Time filters in the past ( if the choose a filter in the past)).
