ISTWCMS-6239: Make English the default value for administration pages for all users
requested to merge feature/ISTWCMS-6239-jconsta_make_english_default_lang_for_admin_users into 1.0.x
On or around 4:30pm on Thursday the 12th of December, git.uwaterloo.ca will be restarted to apply application and security patches. This maintenance should bring GitLab to latest patch release 17.6.x.
