Add callbacks to the collapsible so that it can be trivially transformed into other things like an accordion. Add accordion functionality to the task admin UI.

Add a separate "weights" table for delegator items. Please note that this commit will require you to reinstall the module to get the new table.

More items knocked off the TODO list; brought the css filter by dmitrig01 and sdboyer from Panels Page into ctools.

Checkpoint check in. The node_view task now functions, though there are still a few areas to clean up. The task handlers have been moved to Panels.
