Use production vue + Bump Scinage version text to 3.0!!

Once the above MRs are merged, the base of this MR should be changed to master
Summary
Super minor MR. This changes the source of the Vue package to use the production version instead of the development version which includes console error and debug messages. Leaves the development version commented so it can be easily changed in the future.
It also bumps the Scinage version text to 3.0
