Fdsu 861 add webhook

Need to test. Note that I'm doing something a bit different. It wasn't working as shown with workbench moderation on production. Had to change 'current' to 'is_current' because of this lovely commit: http://cgit.drupalcode.org/workbench_moderation/commit/?id=a020048c86ced0a775d9c3f7053141a93483a72d

We will need to update all our webhooks to reflect this change.
