ISTWCMS-5416: adding form-required class to e/c groups instead of required field and only allowing groups with values to be saved
On or around 9:00am on Thursday the 23rd of April, git.uwaterloo.ca will be restarted to apply security and application patches. This maintenance should bring GitLab to latest patch in 18.11.x release line.
