ISTWCMS-5223: Enable new Webform features

Liam Morland requested to merge feature/ISTWCMS-5223-lkmorlan-webform-features into 1.0.x

clientside_validation does in-browser validation using JS, without a page refresh. This can be tested using the "Email confirm" type or a date range.

jQuery: Text Counter can be tested by by setting "Form validation", "Counter" on a "Text field" element.
