ISTWCMS-5194: banners should look the same in all content types, Pattern lab card appearance and card_banner presentation and yaml updates.  ISTWCMS-4868:additional css to make the banner's strong tag consistant. ISTWCMS-5081: Date and Title should get proper hero styling.
