ISTWCMS-5633: import of website's header section

ISTWCMS-5633:

  • rebasing 1.0.x _card.scss conflict resolved
  • confirming javascript for horizontal menu works when pulled into pattern lab footer file
  • removing CS fix to javascript for horizontal menu to allow for script to execute.
  • addition of the site name to the header, and clean up of the hamburger menu css
  • adding the css for colour loops in header color-bar, and horizontal menu
  • css lint for 04-components/* , adjustments to header masthead.
  • adjusting position of up/down arrow for each use of horizontal navigation pattern
  • initial import of header search
  • adjustments to the color arrays
  • css for search and menu header.
  • addition of skiplinks pattern
  • css to add correct padding to masthead
