ISTWCMS-5376: Configuration for simplesamlphp

Tyler Struyk requested to merge ISTWMCMS-5376-tstruyk-featurize-simplesamlphp-settings into 7.x-2.x

I kinda tested already. I featurized it. I put the branch on adfs-2 and did a feature revert. It put all the settings in. I was able to log in to adfs-2 no problem.

Need a second pair of eyes on this
