Creating a 2.4 tag for legacy reasons. The original 2.4 tag was removed but the 2.1.2 uw_base_profile was referencing it and since it didn't exist it broke the build. Putting it back will fix this issue. There are only two sites who use this module and both reference it in a local site.make file so having it created from the 3.x branch won't matter.
