Ring road section cutin

Porting of the scenario geoscenarioserver/scenarios/anm_scenarios/gs_ringroad_modified_with_ego.osm (=> scenarios/ring_road_section_cut_in/geoscenarioserver/ring_road_section_cut_in.osm) and the map geoscenarioserver/scenarios/maps/lanelet2_ringroad_modified.osm (=> maps/ring_road_section/lanelet2/ringroad.osm).
